46 Schedule 2, page 24, line 25, at end insert: ("( ) In section 18 (initiating procedure), in subsection (2), at the end insert "or, in the case of a recommendation, from the date of the declaration of the recommendation". ( ) In section 22 (right of appellant to be present), in subsection (3), after "on a person" insert ", or declare a period which they recommend as the minimum period which should elapse before the Secretary of State orders a person's release on licence,".")

The Commons disagreed to this amendment for the following reason:
