HL Deb 31 March 1993 vol 544 c892

2.52 p.m.

Lord Hesketh

My Lords, with the leave of the House, I should like to say a word about the length of speeches in today's debate standing in the name of the noble Lord, Lord Richard. As the debate has been limited to five hours, all speeches should be limited to a maximum of 11 minutes, apart from the mover and the Minister in reply. If any noble Lord should speak at greater length he would be doing so at the expense of other speakers in the debate. When the 11th minute is indicated, the 12th has already commenced.
