3 Clause 3, page 3, line 28, leave out subsection (4) and insert: '(4) The concessionaire may issue a notice under section 14 of the 1984 Act (temporary restriction or prohibition of traffic) having the same effect as a notice issued under that section by the traffic authority.

The Secretary of State may by regulations make provision excluding in relation to such a notice issued by a concessionaire the provisions of the 1984 Act relating to—

  1. (a) the procedure in connection with the issue of the notice,
  2. (b) the maximum duration of the notice, and
  3. (c) the making of provision in relation to alternative roads,
and making instead such other provision as appears to him to be appropriate.'.

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 3. I shall speak, with the leave of the House, also to Amendments Nos. 37, 62, 63, 126 and 127. These are purely drafting amendments. They concern references to provisions in the Road Traffic Regulation Act 1984 which are also affected by the Road Traffic (Temporary Restrictions) Bill. That Bill has been passed in another place and is being taken through this House by my noble friend Lord Brougham and Vaux. It is a useful measure, and I wish it every success. The provisions concern the temporary restriction of traffic. I beg to move.
