341 Schedule 6, page 102, line 24, at end insert— '(4A) Before deciding whether or not to grant an application a local authority shall comply with any prescribed requirements. (4B) Regulations made for the purposes of sub-paragraph (4A) may, in particular, make provision as to the inspection of the home in question.'

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 341. I speak also to Amendments Nos. 343, 346 and 349A.

Amendment No. 341 imposes a duty on local authorities when considering an application for registration of a children's home to comply with any requirements prescribed in regulations, which may include inspection of the home. Amendment No. 343 is a drafting amendment.

Amendment No. 346 extends the regulation-making power in paragraph 10 to include a requirement for persons carrying on homes to supply information about facilities provided for people to visit children in homes. It mirrors provisions for voluntary homes.

Amendment No. 349A adds that the regulations provided for in paragraph 10 may make provision similar to that made by regulations on reviews and the consideration of representations under the power in Clause 22. This takes up a suggestion made by the noble Baroness, Lady David, during the Committee stage.
