`(2A) The Secretary of State may make regulations —

188 Clause 51, page 47, line 7, at end insert—

  1. (a) requiring every child who is accommodated within a local authority's area, by or on behalf of a voluntary organisation, to be visited by an officer of the authority —
    1. (i) in prescribed circumstances; and
    2. (ii) on specified occasions or within specified periods; and
  2. (b) imposing requirements which must be met by any local authority, or officer of a local authority, carrying out functions under this section.'.

My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 188. This amendment empowers the Secretary of State by regulation to impose a duty on local authorities to visit in specified circumstances and at specified times every child in their area who is accommodated by or on behalf of a voluntary organisation and to impose requirements on the authorities in carrying out these functions.
