My Lords, I beg to move that the House do agree with the Commons in their Amendment No. 23. With this amendment I group Amendment No. 240. These are purely drafting amendments. They substitute what the draftsman now considers to be a more appropriate noun —"question" —in place of "issue" in the relevant provisions. The idea behind it is in furtherance of the same point made by the noble Lord, Lord Mishcon. Even if an issue has not been raised by parties before the court, it may still be appropriate for the court to make an order that deals with the matter. The draftsman felt that "question" enabled that to be suggested better than the original word. I beg to move.
