My Lords, I beg to move that this House do agree with the Commons in their Amendment No. 11. The need for this amendment arises from the excellent progress that the Bill has made here and in another place. That in itself is perhaps a tribute to the constructive spirit shown on all sides of your Lordships' House and indeed in another place. The amendment accordingly alters the period within which my right honourable friend is obliged to establish the commission from one to three months. I can, however, assure your Lordships that the commission will be established as quickly as possible, as my right honourable friend and the Director are anxious to have access to its advice from as early a stage as possible. With that end in view, I beg to move.
