My Lords, I rise to move that this Bill be now read a second time.

This Bill is a pure consolidation of the provisions of Part II of the National Service Act 1948 as applied, with modifications, by the Reinstatement in Civil Employment Act 1950. The provisions as so applied make a United Kingdom code for the reinstatement in their civil employment of members of the reserve and auxiliary forces on completion of a period of whole-time service, and for the protection of the employment of those liable to such service.

The consolidation Bill will remove from the statute book an extreme and confusing instance of referential legislation. If your Lordships give this Bill a Second Reading, it will be referred in the usual way to the Joint Committee on Consolidation Bills. My Lords, I beg to move.
