My Lords, I beg to move that this Bill be now read a second time. The Bill will consolidate into one Act the enactments relating to the constitution and functions of the National Film Finance Corporation, at present contained mainly in the Cinematograph Film Production (Special Loans) Act 1949, which established the corporation, the Films Act 1970, which enlarged its functions, and the Films Act 1980, which severed the financial links between the corporation and the Government.

The Bill is pure consolidation, without any amendments. If given a Second Reading it will, in the usual way, be referred to the joint committee. I beg to move.
