My Lords, I should like to take this opportunity of congratulating my noble friend on having got through a Bill with a short, unusual Title, and on having got it through without a single amendment. I think that this is quite an achievement and he is to be congratulated. My opinion of the Bill remains as I expressed it at Second Reading.
