§ The LORD CHANCELLORMy Lords, I beg to move that this Bill be now read a second time. It consolidates enactments relating to residential homes for old, disabled and mentally disordered people. Its provisions are derived from the National Assistance Act 1948 and the Mental Health Act 1959. It makes no changes in the existing law. Again, this Bill will be referred to the Joint Committee if read a second time.
