My Lords, I beg to move that this House doth agree with the Commons in their Amendment No. 12 and with the consequential Amendment to Amendment No. 12 (Amendment 12A) standing in my name. With the leave of the House I will speak about Amendment 22. The main effect of these Amendments is to provide a more appropriate scale of penalties for the offences in Clauses 6 and 8. Having considered the views of interested parties both inside and outside Parliament, the Government are content that the maximum penalties available on summary conviction are adequate. I beg to move.
