My Lords, I understand that no Amendments have been set down to this Bill and that no noble Lord has indicated a wish to move a manuscript Amendment or to speak in Committee. My Lords, I think I am in order in speaking now. It is not inappropriate at this moment with regard to Sri Lanka, this jewel in the Indian Ocean, to say that many of us on both sides of the House wish success to this beautiful island in its future existence as a Republic.
