§ LORD BROCKWAYMy Lords, I beg leave to introduce a Bill to amend the powers of the Parliament and Government of Northern Ireland, to make other provisions for equating the civil rights of citizens of Northern Ireland with those of other citizens of the United Kingdom and to make provision for proportional representation in Parliamentary and local government elections in Northern Ireland.
