My Lords, I beg leave to ask the second Question which stands in my name on the Order Paper.

[The Question was as follows:

To ask Her Majesty's Government what damage has been caused in Highgate and Nunhead Cemeteries by acts of vandalism; and whether any precautions have been taken to prevent further desecration of these cemeteries.]

THE MINISTER OF STATE, HOME OFFICE (LORD WINDLESHAM)

My Lords, three incidents at Highgate Cemetery and two at Nunhead Cemetery have been reported to the police so far this year. The damage caused in one of the incidents was fairly serious. It must be for the owners to protect their property, though the police are ready to do what they reasonably can, having regard to their other commitments, to advise and assist.

My Lords, is the noble Lord aware that both these cemeteries are of great historical and architectural interest, and is it not particularly revolting that outrages of this nature should be allowed to occur within their precincts? Cannot more active steps be taken by the authorities directly concerned to prevent a recurrence?

My Lords, I much deprecate the fact that vandalism is common, not only in cemeteries but elsewhere. It is for United Cemeteries Limited, who control both of these cemeteries, to take such measures as they can to protect their properties. But, as I have said, the police are also vigilant.

My Lords, is the noble Lord aware that until recently the Anglican chapels at both of these cemeteries were in a ruinous state, and can he indicate what steps will be taken to have them restored to a proper state of preservation?

My Lords, I understand that Nunhead Cemetery is now closed except to visitors at weekends. Highgate Cemetery is still in use. The future of Nunhead Cemetery is under discussion with the Department of the Environment and the local authority.
