My Lords, before this Motion is accepted, may I, on behalf of Her Majesty's Government, congratulate the noble Viscount on the expeditious way in which he has dealt with this Bill. The clear explanations that he gave at the opening stages have enabled it to go through the House with great speed, and I should like to express appreciation.
