My Lords, I am not attempting to make a controversial issue of this Bill as I know that that would not be in Order, but may I be forgiven for mentioning the fact that Clause 43 of the Bill seeks powers to register premises for tattooing? In view of the fact that I had the temerity one day last week to raise the question of tattooing in a debate, which became memorable because of the contribution of the noble Lord, Lord Ailwyn, I cannot resist the temptation of saying how delighted I am that a great corporation like Portsmouth is on the same side as I am on this matter.

My Lords, the noble Lord is no doubt aware that this is an opposed Private Bill, and will therefore go to a Select Committee of your Lordships' House, and petitions will be received against any part of the Bill to which anyone may object.
