My Lords, I beg to move the Motion standing in my name on the Order Paper. In so doing, I think there are only two of the proposed Amendments to which I need draw attention. The first is the proposed alteration to Standing Order 99. That arose in February last on the Second Reading of the South Wales Transport Bill. Those of your Lordships who were here may remember that the noble Lord. Lord Ogmore, suggested that the Second Reading of a Private Bill should be taken always after the period for petitioning against the Bill had expired. Last February the Second Reading was one day before the period expired, and therefore it was not possible to say whether the Bill was opposed or otherwise. It is not possible to make that alteration without amending the Standing Order. Consequently, I now propose that certain words should be omitted from the Standing Order which will have the effect desired.

The second matter I should like to mention arose on Thursday last when I moved the Third Reading of the Humber Bridge Bill. I said then that the House would be asked to-day to leave out the specified measurements of the fences on either side of the bridge and to insert more general words. Your Lordships will see that that is done by this Amendment. So that in future the House will "require the erection of a good and sufficient fence" instead of a fence four feet high. If there are any other points to which any other noble Lord wishes me to refer, I shall be glad to do so.
