My Lords, I beg to move that Standing Order No. 41 be considered in order to its being dispensed with for the purpose of passing the Milford Haven Conservancy Bill through its remaining stages.

My Lords, we on this side of the House are perfectly agreeable that this step should be taken, but I should like to utter a word of warning. We are quite willing that this particular Bill should be expedited, but we should not like this to be a precedent and/or to happen too often. We do appreciate a separate Report stage and a separate Third Reading.

My Lords, I am grateful to the noble Lord for his consideration in this particular case, and I am in sympathy with him in his anxiety that it should not be regarded as a normal practice.
