clause 6, page 7, line 23, at end insert— ("(6) The Ministers shall from time to time take such steps as they think expedient for publishing codes of practice in connection with matters which may be made the subject of regulations under this section, for the purpose of giving advice and guidance to persons responsible for compliance with such regulations.")

My Lords, this is an Amendment requiring the Minister to take appropriate steps for publishing codes of practice, but it does not impose on him the duty of publication. These codes would not be enforceable, but might, as suggested in the Committee stage lit another place, act as a guide. I do not think I need say any more about them. There was a good deal of pressure in another place for this subsection to be put in. Accordingly, it is inserted for your Lordships' consent. I beg to move that this House doth agree with the Commons in the said Amendment.
