had given notice of an Amendment, to leave out Clause 4 [Financial provisions as to the Authority]. The noble Viscount said: My Lords, on the Committee stage of this Bill there was some discussion about Clause 4, which is a financial clause. I was not clear what amount of control was left to Parliament under the Bill. The only way to draw attention to that matter to-day was to move to omit this clause. That is the only course open on Report, but, inasmuch as we have a long day's work ahead of us, it may be for the convenience of your Lordships if I postpone anything I have to say until the Third Reading. If that is a convenient course, I will not move my Amendment to-day.
