My Lords, before we proceed further with our Business, perhaps I may say a word about our arrangements for this afternoon. I suggest to your Lordships, that the best plan would be that at the end of the speech which is in progress at 3.30 p.m. we should adjourn the debate on the Television Bill. At that point my noble friend Lord Reading will make a statement on Foreign Affairs. After that, I suggest, we might adjourn during pleasure until six o'clock—of course, only if the debate on the Television Bill has not been completed before 3.30.

My Lords, that may be necessary, as I quite realise, and if so it certainly shall be done. But supposing we all undertake a self-denying ordinance, and supposing we could get through our speeches on the Television Bill before the hour of 3.30, would not that be "a consummation devoutly to be wished"?
