In the Title. Line 5, leave out ("increase certain penalties under those Acts.") and insert ("amend the Merchandise Marks Act, 1887, in relation to offences.")

My Lords, this Amendment and the fourth Amendment on the Order Paper—that is, the one to put in a new clause after Clause 3—are really only drafting Amendments. They merely make apparent on the face of subsection (2) of Section 2 of the Act of 1887 the construction which the courts have frequently placed upon it, but which traders have from time to time failed to appreciate. This first Amendment is quite uncontroversial and I hope your Lordships will agree to it. I beg to move.
