on constitutional law. I am sorry the noble Lord is suffering such great agony from my remarks, but I must be allowed to put the Motion as I think. The Motion is, I believe, perfectly clear, and if I choose in the course of the debate make and press the point that the Government ought to come to Parliament if they want those powers renewed, is the noble Lord going to tell me that I am not entitled to do so? If so, that is a very strange notion. It may be the noble Lord's notion but it is none the less a strange notion of the conduct of a Parliamentary debate. I regard the noble Lord's answer as completely unsatisfactory and I shall ask your Lordships to express your views on my Motion.
