Clause 1 [Period to which obligation to restore trade practices relates]:

The first Amendment on the Order Paper, and the two which follow, are introduced to implement an undertaking given by my right honourable friend on Third Reading of the Bill in another place. I mentioned them on Tuesday during the Second Reading in your Lordships' House, and they were welcomed both by the noble Lord, Lord Altrincham, and by the noble Viscount, Lord Samuel. In these circumstances, I beg formally to move the Amendment.

Amendment moved — Page 2, line 7, at end insert ("A draft of any Order in Council under this subsection shall be laid before Parliament, and the Minister shall not recommend His Majesty to make the Order unless an Address has been presented by each House of Parliament praying that the Order be made.").—(Lord Kershaw.)

LORD ALTRINCHAM

We on this side of the House are all very grateful to the Government for introducing Amendments in accordance with the promise given in another place. Your Lordships will remember that there was considerable argument about this matter in another place, and the Minister in charge reserved his decision upon it. I am glad that he changed his mind before the Bill left the other place, and gave the promise which is now being implemented. As I say, we, on this side, are very grateful.
