My Lords, I beg to ask the question standing on the Paper in my name.

[The question was as follows:

To ask His Majesty's Government, what steps have been taken to give effect to Article I of the agreement with the Emperor of Ethiopia signed on 31st January providing for the exchange of diplomatic representatives between the two Governments; and if they are in a position to state when it may be anticipated that the Ethiopian representative will take up his duties in London.]

My Lords, I have been asked to reply. In answer to the noble Lord, I would say that the Article to which he refers provides that a British Minister Plenipotentiary shall be accredited to His Majesty the Emperor, and an Ethiopian Minister Plenipotentiary accredited to His Majesty the King, as soon as possible after the entry into force of the Agreement between the United Kingdom and Ethiopia. His Majesty the King has appointed Mr. R. G. Howe to be his Envoy Extraordinary and Minister Plenipotentiary to His Majesty the Emperor of Ethiopia, and Mr. Howe presented his credentials to the Emperor on February 19 last. His Majesty's Government have not yet learnt whom the Emperor proposes to accredit in a similar capacity to His Majesty, nor when he may be expected to arrive.

My Lords, arising out of that reply, can my noble friend say why Ethiopia was excluded by the Foreign Office from the official list of the United Nations in the celebration of United Nations' Day last Sunday?

My Lords, with all respect to my noble friend, I should hardly have thought that that arose out of his question and my answer, and I must ask him to put down another question on this subject, when I am sure that my noble friend the Leader of the House will do his best to give him an answer.
