My Lords, I beg to move that this Bill be read a third time. Perhaps I may give one word of explanation as to the reason for my doing so in place of my noble and learned friend Lord Wright, who is really the parent of the Bill. The sole motive of this action on my part is to secure a better chance for this Bill in another place, where Bills which have the support of the Government secure precedence. I beg to move.
