Order of the day for the House to be put into Committee read.

My Lords, in moving that the House do now resolve itself into Committee on this Bill, I desire to make a short statement. You may remember that on the Second Reading, two days ago, I intimated that it was the intention of His Majesty's Government on the Committee stage to move one or two Amendments in order to clarify and improve the Bill. These Amendments have been printed and, I think, circulated to your Lordships. It has now occurred to the Government, after further consideration and consultation, that these Amendments would not have the effect they intended of improving the Bill. Therefore, when the House gets into Committee it is not my intention to move the Amendments.
