Order of the Day for the House to be put into Committee read.

LORD TEMPLEMORE

My Lords, I beg to move that the House do resolve itself into Committee. Your Lordships are anxious to get on to an important Bill, and it may simplify matters if I make a short statement on the Motion to go into Committee on this Bill. All the Amendments are of a drafting character and are intended to meet the points made by the noble Lord, Lord Strabolgi, on Second Reading. The noble Lord found fault with the wording of Clause 2. He said that some of the words, especially the word "completed," were ambiguous, and in consultation with my advisers we have replaced that word and the expressions in which it occurs by the words "in order" and corresponding expressions. We have also included in subsection (1) of Clause 2 the explanation of what was previously called a "completed" application but is now called an application "in order," instead of making that explanation a separate subsection later in the clause, and we have struck out subsection (5). We consider this will conduce to clarity and improve the Bill. I beg to move.
