My Lords, I beg to move that Standing Order No. 105 be considered in order to its being dispensed with in respect of the London County Council (General Powers) Bill and the Methodist Church Bill. This Standing Order requires that no Local Bill originating in your Lordships' House shall be read earlier than the fourth day or later than the seventh day after First Reading. These Bills were read a first time on February 7. Therefore under the Standing Order the last day on which they could be read a second time was February 14. The Attorney-General's Report had not come in then and, as your Lordships are aware, we have to wait for that before reading a Bill a second time. Now it has come in and therefore I beg to move that the Standing Order be suspended.
