Page 15, line 20, after Clause 12, insert the following new clause:

who do not act reasonably—there may be instances in which Commissioners might act unreasonably—we want to have an opportunity of trying to prevent them from doing so. I shall divide the House upon this Amendment.

On Question, motion "That this House doth not insist upon its Amendment after Clause 12 on page 15, line 20" agreed to.

Provision as to arbitration.

("On and after the valuation date, a clause shall be included in all leases of coal or mines granted by the Commission providing for arbitration in the case of any dispute between the Commission and the lessee in respect of any provision of the lease or any matter arising therefrom.")

The Commons agree to the above Amendment but propose to transfer it to another place in the Bill, namely, after Clause 17.

THE PAYMASTER-GENERAL (THE EARL OF MUNSTER)

My Lords, I beg to move that this House doth agree that this Amendment be so transferred. Another place proposed to transfer this clause to a different place simply because it appears amongst the "Transitional Provisions" and it is not in fact a transitional provision.

Moved, That this House doth agree with the Commons that the said Amendment shall be transferred to another place in the Bill, namely, after Clause 17.—(The Earl of Munster.)

My Lords, we have no objection to the transfer of this Amendment, but I would like to press upon your Lordships' House that the principle of arbitration accepted in this Amendment might have been accepted upon the previous Amendment.
