The only other observation I desire to make is this. It is said we are throwing over our Committee. I quite admit that that is a course which ought to be taken with the greatest possible caution, but this is a very special case, for the reasons which I have already given, and particularly because I do submit to your Lordships—and no answer has been made to me at all on that point—that with the Amendments that I sketched in my first observations we should really be complying with the substance of the findings of the Committee, and, though we may formally disagree with their conclusion, we should be substantially in agreement with what they recommend. In those circumstances I trust my noble friend will forgive me if I feel it my duty to press this matter to a Division.
