THE SECRETARY OF STATE FOR INDIA (THE EARL OF BIRKENHEAD)

My Lords, I beg leave to introduce a Bill to equalise the position under the Government of India Act of barristers, advocates, and pleaders as respects qualification for appointment as Judges of High Courts and as respects the proportion of such Judges required to possess special qualifications, and to render any person qualified under the said Act to be appointed a Judge of a High Court eligible for appointment as Chief Justice of such a Court; and to move that it be read a first time.
