Order of the Day for the Third Reading read.

My Lords, the principle of this Bill was very fully discussed on the Second Reading and approved by your Lordships' House, and again discussed to some extent on Committee stage. Since that there has been no fresh development which would require further treatment. I think, therefore, it would be your Lordships' expectation and desire this evening that I should confine myself formally to moving the Third Reading. That I beg to do.
