THE EARL OF PLYMOUTH

My Lords, the effect of this Amendment is to increase the number of Commissioners from seven to nine, which makes the Commission more representative. The discussion on this question in the Scottish Grand Committee revealed a general desire for the change among members of all Parties. I beg to move that this House doth agree with the Commons in the said Amendment.
