THE LORD PRIVY SEAL (THE MARQUESS OF SALISBURY)

My Lords, it does not require any words from myself to recommend the Second Reading of this Bill to your Lordships. We are very glad, of course, to join in the appreciation which the House of Commons desires to show to Mr. Whitley for his long and distinguished service in the great office of Speaker of the House of Commons, and in so far as our assent is necessary I am certain we shall most willingly accord it. I beg to move.
