My Lords, I beg to move that this House doth agree with the Commons in their Amendments. This clause provides that the enforcement of the Act shall be in the hands of the council of every county or county borough, subject to an exception that in the City of London the duty shall be on the Common Council. The London County Council take the view that the Metropolitan Borough Councils are the appropriate authorities in their respective areas for carrying out the provisions of the Act, and these Amendments are intended to give effect to this proposal.
