Amendment reported (according to Order).

Clause 1:

Extended powers of making by-laws.

(2) In Section two of the principal Act the words "or to disfigure the natural beauty of a landscape" are hereby repealed without prejudice to the validity of any by-law in force and valid at the passing of this Act.

EARL DE LA WARR moved to leave out subsection (2). The noble Earl said: My Lords, this Amendment is in accordance with that which I moved on the Committee stage. I have adjusted it to agree with certain suggestions of the noble Lord opposite. I gather that it has the approval of the Billposters' Association. I beg to move.

EARL DE LA WARR moved, after subsection (2), to insert the following new subsection: "In the principal Act and in this Act the expression 'advertisements' includes any structure or apparatus erected or intended only for the display of advertisements." The noble Earl said: My Lords, I beg to move the Amendment which stands in my name on the Paper.

Clause 3 (Delegation of powers by county councils to rural district councils):

EARL OF DE LA WARE moved, at the end of the clause, to insert the following new subsection: "In the application of this Act to Scotland the expression 'district committee' shall be substituted for 'rural district council'." The noble Earl said: I beg to move the Amendment which I have placed on the Paper.
