My Lords, I beg to move the Second Reading of this Bill.

My Lords, I have no intention of opposing the Second Reading of this Bill, but I wish to state that there is one clause in the Bill, with regard to the abandonment of the Basingstoke and Alton Light Railway and the Southsea Branch Railway, to which strong objection is entertained by the Hampshire County Council, the local authorities, landowners, and other bodies in the county. I should like, therefore, to give notice that it may be necessary for me to call attention to that clause when the Bill comes before your Lordships' House in its later stages.
