Page 1, line 9, at end insert: ("Provided that if an address is presented to His Majesty under Article 12 of the said Agreement, then as from the date of that address and until identical Acts making other provisions are passed by the Parliaments of the Irish Free State and of Northern Ireland, the powers exercisable by the Council of Ireland under the Government of Ireland Act, 1920, shall, as respects Northern Ireland, be exercisable as from the date of that address by the Government or Parliament of Northern Ireland as the case requires")
