My Lords, it may be convenient to your Lordships that I should now deal with the question which the noble Marquess, Lord Salisbury, put to me at an earlier moment of the evening. I can now announce the constitution of the Royal Commission to examine the question of honours. It will consist of seven members. Of those, three, it is proposed, shall be members of this House, and four members of the House of Commons. It is proposed that the Chairman of the Commission should be a member of this House. The members of your Lordships' House who have definitely agreed to sit are Lord Dunedin, who will act as Chairman, and Lord Denman, and there is much reason to hope that a very experienced member of this House, the Duke of Devonshire, will form the third member of this House to sit on this Commission. There has been some correspondence with his grace, and there is every hope that he may be able to sit. The members who will sit on the Commission as representing the House of Commons are Mr. Arthur Hender- it is somewhat doubtful. At any rate, they have not asked for these powers in reference to Scotland. However that may be, all these other Amendments have been accepted by this House and I think it is unreasonable for the Government to stick out for this particular one.
