LORD HYLTON moved, after item 7, to insert the following—

4 &5 Geo. 5, c. 78. The Courts (Emergency Powers) Act, 1914. So far as it relates (a) to enforcing the lapses of policies of insurance, and (b) to orders made by any Court before the thirty-first day of August, 1921. 5 & 6 Geo. 5, c. 17. 6 & 7 Geo. 5, c. 13. 6 & 7 Geo. 5, c. 18. 7 & 8 Geo. 5, c. 25. 9 & 10 Geo. 5, c. 64. 10 Geo. 5, c. 25.

The noble Lord said: It is necessary to continue for the present the provisions of the Courts (Emergency Powers) Act, 1914, so far as they prevent the enforcement of the lapse of policies of insurance (except by order of the Court). If these provisions were allowed to expire, a very large number of insurance policies could be cancelled in cases where premiums were not paid during the war—all of which cases were to have been dealt with by the industrial Assurance Bill if it had been proceeded with.
