My Lords, at the present moment there is a licence duty in Ireland upon all dogs, and this Bill proposes to increase that licence duty from 2s. to 4s. The proposal is supported by practically all types of local authority and Government departments in Ireland. I understand that it is valuable, not only as helping to control the dog population of that country but as giving to the officers responsible for looking after these licences a proper remuneration, which the present amount of the licence does not allow them to receive.
