THE LORD PRIVY SEAL AND SECRETARY OF STATE FOR THE COLONIES (THE EARL OF CREWE)

My Lords, I beg to make the Motion that stands in my name. I ought to explain to the House that it is in respect of the Appropriation Bill. As sometimes happens owing to the course of business in another place, these matters are run very fine, and in order to provide the funds for the public service we have to ask your Lordships to pass the Appropriation Bill through all its stages on the same day. I ought to add that the Bill contains no special features of any kind.
