My Lords, this is a Bill to amend the law of Scotland relating to jury trials in Civil causes. The first clause removes a limit of time which has been found to stand in the way of progress by jury trials, though it was meant to expedite them. The second clause gives the Court in Scotland power, not only to review and to order a new trial where they so deem it right, but power also to quash the decision arrived at by the Lower Court. In this matter the law of Scotland is assimilated to that of England, and I hope your Lordships will be good enough to give the Bill a Second Reading.
