I do not propose to move any amendments at this stage of the Bill, but I propose, when it goes before the Grand Committee, to move some amendments. As I do not propose, at present, to do so, I shall not make any further opposition to the Bill at this stage of it. Probably, the Standing Committee will not avoid the labour of making the alterations which I foresee will be necessary in the direction I have indicated, but, if it is not satisfactorily amended, I shall certainly reserve to myself the right of moving that the Bill be read a third time six months hence.
