My Lords, I have to present a Bill for First Reading for the abatement of smoke nuisance in the Metropolis. I need only say that the measure is identical with that which was proposed to your Lordships last Session except in one particular, that it provides for giving power to the County Councils to exercise their influence in regard to the heating apparatus of houses to be constructed. I shall not move for a day for Second Reading until the various bodies and associations interested in the matter have had an opportunity of scrutinising its provisions.
