Order of the Day for the Second Reading, read.

THE EARL OF JERSEY

This is a Bill which will require very few words. It is really to enable the London County Council to borrow money with which to carry out the various works they have been authorised by Parliament to execute. The Bill is an annual one, and the figures mentioned in the amounts to be borrowed have been approved by the Treasury. The other provisions with regard to the Sinking Funds, &c., are upon the lines of the former Bills, and I hope your Lordships will give a Second Reading to this one.
