, in moving the suspension of the Standing Order in order to enable this Bill to be read a second time, said that the Bill was introduced into the House of Commons on the 17th May, and was read a second time shortly afterwards. The reference to the Commons Committee had not taken place for more than a month. One Order was opposed, but after negotiations that opposition had been withdrawn, and the whole of the Orders were now going through Parliament as unopposed Orders.

Moved, That the Order made on the 5th day of March last, 'that no Bill brought from the House of Commons confirming any Provisional Order or Provisional Certificate shall be read a second time after Friday, the 28th day of June next,' be dispensed with, and that the Bill be read 2*;

Agreed to.

Bill read 2* accordingly, and committed to a Committee of the Whole House to-morrow.
