My Lords, this is a Bill which has been recommended to me by a considerable number of gentlemen who are interested in commerce. It is considered that by means of proper sections in an Act of Parliament commercial documents which would be entitled to operate as bills of sale should be included in the interpretation. The present condition of matters has given rise to much inconvenience and trouble to those persons who are engaged in large mercantile transactions, and the object of this Bill, therefore, is to eke out the interpretation of bills of sale with regard to the particular documents in question for the benefit of those who are engaged in commerce.
